US citizens are still not legally allowed to travel to Cuba, except under very strict conditions. One such "condition" is that you are a member of a "cultural exchange" group. And so we are...The Pacific Council on International Policy is a Los Angeles-based "club" of which we are members, that promotes in-depth understanding of aspects of US foreign policy and factors that influence those policies. The Pacific Council has arranged this small delegation and a fascinating week-long agenda with the opportunity to meet Cuban academics, artists, politicians and dissidents
