Dubrovnik brief Photostop and Taxi Departure

I was leaving Herceg Novi and doing the first of two border crossings into Croatia then Bosnia. I had bought tickets for the 11.10am bus to Dubrovnik as there are limited border crossing buses. 
Due to road construction and there only being one lane my bus from Kotor was delayed until 11.25am. 
The bus was semi full and there was a group of middle aged Americans taking two seats per person. Luckily I was able to get the last left side seat for ocean views but had the tell the American lady ahead to put her seat up so I could get in. For some reason I just felt they all worked for the State Department. 
We all had to get off the bus at the border crossing for passport check but at least we did not have to bring all our luggage for inspection like some borders
We were then back along the Adriatic with views of Dubrovnik. The whole trip would be about 30 mins if it were not for border delays, yet there was a price jump when I was taking hour long buses in Montenegro for 5 Euros but this cross border bus was 23 Euros. 
As with Budva there were stunning views driving north along the Adriatic sitting on the left side. 
I had already visited in 2006 so did not need to spend a long time. The next onwards bus to Trebinje Bosnia was at 8pm online so I planned on spending the day before finishing tonight in Bosnia. 
On arrival at the bus station there was no bus to Trebinje Bosnia displayed on the boards. I tried asking at the counter but they said there was no bus. I showed the internet time and she repeated there was no bus and the online information was wrong. 
I was debating what to do. My plan was to take the cable car for the view which they did not have in my 2006 visit but the bus station is the far end of the city so I would still need to walk half an hour with bags or take a cab to get to the old town or the cable car. 
I had already found a Trebinje-Dubrovnik taxi service online and they had quoted 50 Euros, which seemed high for 30 km. I could not confirm with them as I did not know my exact time and the issues of no cell connection on my SIM when I would only be in Croatia for a few hours. 
I asked the waiting taxi drivers who said 70 Euros and would not negotiate. I said ok but that I wanted a photo stop at the cable car first. 
He spoke medium level English and wanted me to switch to his Brothers car who he had called to meet up. Switching drivers I tried to explain again about my photo stop. 
We stopped on the road leaving Dubrovnik and I saw no sign of the cable car so had to content myself with some photos from above. 
With the bus and cab fare it had cost about 100 Euros for this photo stop when I could have taken a direct bus to Trebinje Bosnia from Herceg Novi.
